The Project Delivery Accelerator Lab
The Project Delivery Accelerator Lab (The Lab) is AmericaFWD’s national initiative providing technical assistance to help move infrastructure projects from funding to completion. The Lab provides communities with practical support, expert guidance, and peer learning opportunities to tackle barriers and deliver efficient solutions. The Lab helps jurisdictions overcome barriers in procurement, permitting, interagency coordination, and community engagement so that projects move from funding to implementation on time, on budget, and with equity and climate goals at the center. The Lab is overseen by Roger Millar, who previously served as Secretary of the Washington State Department of Transportation.
Why This Matters
Over $500 billion in federal infrastructure funding has already been obligated, with billions more from state, local, and private sources. Yet communities — particularly underserved ones — face major challenges in moving projects forward. Delays erode public trust, increase costs, and risk missing opportunities to reduce disparities, cut emissions, and improve affordability.
The Lab provides real-time, trusted guidance so communities can demonstrate success, pivot to take advantage of new incentives, and deliver lasting benefits.
How the Lab Supports Communities
The Lab offers a comprehensive suite of supports designed to strengthen local capacity and drive effective delivery, including:
- Technical Assistance that provides in-depth, long-term implementation and delivery support to communities, tailored to their specific delivery challenges.
- Rapid Response Delivery Support for urgent issues, including permitting delays, city council approvals, or funding deadlines.
- Community Practice that engages additional communities for shared learning and collaboration.
For both the Technical Assistance and Rapid Response Delivery Support services, an initial cohort of three to five communities will be identified for twelve months of engagement. For the Community Practice, an initial cohort of ten to fifteen communities will be identified for twelve months of engagement. Additional communities will be added on a rolling basis as resources become available.
